A total of 19 nations – 11 full, five affiliate and three observer – attended the 2015 Rugby League European Federation (RLEF) Congress, including the annual Council meeting, which was held for the first time in Eastern Europe, with the Serbian Rugby League acting as hosts in Belgrade.
