NWC Juniors & Member Clubs ready to stand up to RFL ultimatums over PRL

The response from the clubs regarding the proposal below that was read out at last nights NWC Juniors meeting has already seen many of them put their official support in writing to the NWC Juniors Management group.

On review of the recent official RFL correspondence to all clubs in the North West Counties relating to the sanctions imposed that saw a temporary withdrawal of insurance for any club or team that was not prepared to play the RFL’s Primary RL format of 5 v 5 at U7’s, Chorley Panthers have discussed the current position from our perspective as a member club in the NW Juniors League.

We note after receiving correspondence from David Butler that the RFL did grant the clubs permission to play under the existing insurance policy on the final weekend of the season, July 11th/12th, before the summer break. However it is also noted that the RFL expect the matter to be resolved moving forward and all clubs within the NW Juniors League are to comply with the RFL’s operational rules that the League have embraced, which as a consequence will now potentially see the RFL attempt to enforce the Primary RL format of 5 v 5 upon the clubs within the NW Juniors League from September 2015 or face further sanctions and a complete withdrawal once more of the required insurance policy.

The development of the players within our club environments, the continued retention and year on year increase in participation that as clubs we deliver in the North West is neither rivalled nor matched in any other region in the country within the junior age groups from U7’s-U12’s.

As such, Chorley Panthers wholeheartedly support the existing formats that have been democratically implemented by the NW Juniors League and our fellow member clubs in the interests of fostering and developing the best environment from which our sport, our members and ourselves as clubs continue to successfully develop and grow both on and off the field.

Based on the above Chorley Panthers would like to put forward the following proposal with a view to it being supported by other member clubs of the NW Juniors League and a one item agenda EGM/SGM being called to debate and vote upon the proposal submitted.

We, Chorley Panthers, propose that as a member club of the NW Juniors League that the existing format of 7 v 7 mini RL is retained as the playing format at the U7’s age group in the NW Juniors League from September 2015 onwards. On that basis we respectfully request that the RFL support our decision as experienced and qualified practitioners in our continued efforts to foster and develop, with great success, the sport of rugby league in the North West region as we have for nearly 40 years under the democratic process with which we as member clubs mandate our league administrators to do so.

Should the RFL refuse to support our proposal to continue with the current 7 v 7 format of mini RL within the NW Juniors League from September 2015 onwards, then as a democratic association we make the decision to move away from the RFL, their policies and dictatorial approach and continue to deliver RL to all our members via an autonomous mandate democratically imposed on our administrators by ourselves the members clubs as proprietors of the NW Juniors League.

It is clear from past experience prior to the involvement of the RFL that the NW Juniors League can facilitate the various formats of rugby league and all the logistical elements on the periphery of delivering such a program for the benefit of its members, without the need for any assistance of an external agency, namely the RFL.

We trust that as the Chair of our association, along with our fellow member clubs of the NW Juniors League you will be in full support of our proposal outlined above.

Yours in sport

Alan Bowers

Chairman

Chorley Panthers RLFC
