Yes , but with a full time squad despite operating within a £ 250 K salary cap , explain that one ?

Not forgetting that in 2007 they signed a player who had played in the 2004 NRL GF and played SOO just 2 years earlier , all under a £ 150 K salary cap ?

At the time, if memory serves, Development Officers, or something similar, could be employed by clubs and their salaries did not count on the salary cap

Yes , all 26 of them , all paid for by the RFL , via the Welsh RL , which conveniently was located at Leighton Samuels premises Dekor 

That's how they managed to get promoted 😂
