It's been announced by the French that they are organising a pro league either just before 2025 WC or after. Some of those cities you mentioned are in contention to have teams in the league. This had been discussed in another thread

Are the FFR13 looking for and talking to private investors? A TV deal? And sponsorship etc?

Point taken, though to be pedantic Lyon have been going since the 1930s and it’s not fair to say Toulouse haven’t lasted long.

True.

Bordeaux and Marseille haven't been regulars since the 1970s though - both have been champions in the past so it wasn't as if they were unsuccessful. Paris has had at least 3 teams over the years but none have been very successful.

Lyon-Villeurbanne have also been champions in the past but have spent much of the past 70 years bobbing between the top 2 divisions. Last time it was a 5 year spell between '04-'09 and never finishing higher than 9th. Also there is a clue in the name - Villeurbanne. Do they represent all of Lyon or just the suburb of that name?

As I said they would be better off consolidating what they have before trying to expand into big cities.

Incidently, what would English/British RL give for representation in the 1st, 2nd, 3rd, 4th, 7th and 9th biggest cities in the country?

Would focus on core area and start any expansion by heading over the border to Spain

Build on the Catalan connection and try to put at least one team there

Out of interest in what areas did RL have a strong presence before the RU, Nazis and Vichy government colluded to try and destroy the game ?
