The driver doesn't wear a seat belt so he can run FROM the fare.....over here its done so an attempted robber will not be able to stab the driver in a holdup.  For those visiting Toronto actually take a hard look at the back of the cabs....they have an emergency light which flashes if a hold up is in effect and the driver can't get out.
