Depends on the definition of penalty.

Is it a penalty imposed on the offending team for breaking the laws of the game? Yes.

Is it a penalty kick awarded to the non-offending team who then have a choice of restarting play with a touch finding kick and free kick restart or an attempt at a penalty goal? No.
