Surely there is no discretion - the rules must be crystal clear as to what constitutes a breach and its implications. It's been a while but I recall there were points deductions depending on how heinous the breach was. Didn't Bradford themselves get fined one year?

. They managed to bend the rules to save Wigan a few years ago.

I have stayed at the George about ten years ago. It was not a great hotel in terms of its rooms (very small) or its restaurant (very basic). However upgrading it to a more posh hotel, with bigger and hence fewer rooms makes no sense, as others have pointed out, because of its location in Huddersfield where little is happening from an economic perspective.

One way it could make sense would be if existing rooms were upgraded and conference facilities were upgraded somewhat to attract some business conferences. As I recall (correct me if I am wrong) there are either no lifts or not enough lifts to access all of the rooms, which is a bit of a drag. For many rooms you have to cart your luggage up lots of steps after you check in.

Alternatively you need to establish some kind of attraction on the ground floor and basement of the hotel (an attraction apart from the rugby league museum), which will attract people to Huddersfield for an overnight stay. Maybe a nightclub with live jazz or popular music for the married 40 year old to 70 year old generations, with an upgraded top quality restaurant?

. There was definitely lifts in it in 79, I was on the top floor. There was also an upmarket restaurant St George I think. I've got a photo somewhere with the plaque.
