I've lived in a couple of suburbs in City of Blacktown for just over 30 years and I've never seen anyone playing Aussie Rules around here. Meanwhile here's the training schedule for my local RL club:

Vicky Kicky house probably claimed there was games being played there as a rort to get more Tax payers money as it has a history of falsifying player numbers for such things.

Noticeable that, in areas with high participation rates, clubs are opting for female rather than mixed teams at 12s and younger.

That wouldn't explain why Farmduck hasn't seen any AF being played in the Blacktown area despite living in and around there for 30 years

No matter how good your PR, no matter how much money you use, time exposes everything, and people remain very predictable creatures.

It's yet another in a long list of examples of hubris caught up in the moment having its pants pulled down in the long run.

The lesson here: It's really hard to grow sports that have no longstanding cultural relevance. The only solution here is for 300,000 Victorians to migrate to Western Sydney.

The main driver of burgeoning Vic RL participation is Maori and Polynesian migration.

It helps explain.

Girls used to play in mixed teams up to the age of 12. When multiple female teams below this age become viable, it's a sure sign the area is a dyed-in-the-wool RL community.

Not surprising, makes perfect sense. I live in Victoria and spent a number of years living in NZ when I was younger. I wouldn't care one bit for RL if it wasn't for watching the Warriors on terrestrial TV.

Migration is one of the surest ways to grow a sport because you don't have to overcome cultural biases.
