I think the cap is tiered so each stage 1 game,6 or 12 and so on means a larger % counts on the cap. Or at least it used to things may have changed.

Is this only for the rep season or does it include the season as a whole including the club game. If it does include the club season it would be very hard to look beyond Harry Smith who won every comp available to him before going on the be a key figure in Englands win over Samoa.

They are the problem is there is only one French SL team and the burden on them to provide the players can massively disrupt their season so they understandably aren’t very keen.
