In fairness, I think they should choose the 12 Clubs for 2015 by a licensing process. Otherwise you'll have certain teams signing all and sundry to stay up rather than putting their money into their exsisting infastructure. That's the fairest way to me. Plus Widnes would be a shoe-in.
