Correct. 

And why would tourists be interested in a neutral game anyway? Sport is for the locals, about passion and pride in your own team, meeting up with your mates, about beating your rivals, having an emotional stake in your club, and following them through thick and thin.

Tourists can't buy into the experience for just one game.  You need to be part of it.

Maybe it's something to do with our tourist posters …..
