This is more likely in Australia than the UK. Expansion the North American way, i.e. with an expansion draft etc., doesn't have that problem because it evens out the playing talent so the expansion teams can compete. Expansion drafts would probably be thrown out by courts in UK (and Australia for that matter). Labour laws much stronger than in North America.
