Exactly, Inu is not on the cap anymore.

So we have Inu's salary + the rest of the cap.

I don't think the cap works like that. Inu will have a set value on the cap the only thing that will change is his appearance fees will be lower. Not only that any player you bring in cap value will be worked out as if he'd spent the full year at Catalans.

But in the french system the club don't pay him anymore it's the government, with some of the money he's already paid in, this is why employers pay double the wage of their workforce, whatever the worker earns almost the same amount is paid in taxes and a sort of national insurance,

It would be the same in England but insurances would be paying the player. That doesn't matter as far as the caps concerned his nominal wage still counts.
