Could an amateur district league be away forward to spread the game? Regions with population of  around 200k . Start with the heartlands and slowly spread north and south. You have five regions in West Yorkshire, 2 in east Yorkshire . 1 in North Yorkshire and 4 in South Yorkshire. Greater Manchester has 10 regions. Cheshire has 4 , while Merseyside has 5 . Surly that would be a good foundation to start with.

It could work in Greater Manchester. I’ve helped with GMRL - trying to get development clubs up and running for a short summer season in areas such Stockport, Bolton, Bury, Trafford, Tameside etc. we took 250 parents and players into Salford v Wigan earlier this year. Be great to attach these youngsters to existing junior teams…
