But if you were living in a low wage economy like theirs it could be attractive, I just pulled £20k out of the blue as it were, I’m not sure about the IRLF’s finances, £40-50k?

Capable of coaching them to a better level than they already are?

Development officers aren't master coaches and don't need to be when their primary role is growing the number of people that play the game. A level 2 coaching qualification is only a 4 day course and I have seen posts in the past within the UK that don't even ask for that.

Exactly, they MUST be locals. A development officer's main task in those countries is more about recruiting new players and forming new teams than it is coaching. Pretty useless having someone that does not speak the language and/or understand the culture, doing this job.

I agree Damien and langpark locals  would be better. I also think that they can (potentially) coach themselves to a better standard. It depends on the desire of the coaches to learn. There's plenty of information out there for would-be coaches (there ought to be a lot more). Coach development is something the RLEF should be assisting with too.  I think also, that there should be International competition for these (emerging) nations. Perhaps in future the Euro XIII's might become an International team comp. National teams would likely stand a better chance of getting govt. funding in their respective nations and the draw (to new players) of representing their country, especially in a European championships would be significant.
