It’s both, there isn’t a single solution to improving attendances, the 5 points below are all valid. 

1) Improve the product on the field, and a winning team always helps

2) Exposure on tv and other media

3) Marketing 

4) Stadium and facilities 

5) Match day entertainment creating an event around the game of RL

No1 can only ever be a 50% success

No 2 we hope this season will make a difference 

No 3 is the eternal issue , and coming out of a pandemic will affect , it also can balance against no 1 financially 

No 4 isn't an overnight fix and only applies to a relatively small number of club now 

No 5 is what the discussion has become , but nobody can make a genuine suggestion to achieve

Not at all, I want to build big clubs with bigger fanbases in a more exciting league with a larger amount of relevance. I don't really care how those clubs come about or where they are from. 

Clubs can build to that level by investing in themselves in ways that have been posited directly to you on this thread that you have chosen to belligerently dismiss. A good matchday experience is the facilities, is the catering, is the seating options, is the placement of certain types of fans, is having ambition to grow further even and generating news even. These aren't binary either, all RL clubs do most of them to some extent. It is a sliding scale, and several clubs are poor on that scale for many factors. That contributes to an environment that is limited in potential and stunts everyone.

This isn't a revolutionary idea, fans (home) already vote with their feet and wallets on this.

No 5 there isn’t one model that’s right for every club, but look what Toronto Wolfpack achieved making an event around the game, Bradford did a great job of it in their glory days, Leeds have some kind of themed event and entertainment at every Super League game, when I’ve gone to Huddersfield, Wakefield or Leigh away (for example) there isn’t the same level of effort that goes into the event.

People have made a suggestion, you have just dismissed them as they are not the silver bullet you're wanting.

All you've offered is "we need away fans".
