Just wondered why the NWM leagues are the only ones who seem run a England Lionhearts.

Yorkshire do. Midlands and Cumbria both have as well quite recently. Cumbria went to Serbia about 3 years ago can’t remeber where Midlands went but sure they have been to Ukraine and Spain

Believe the Yorkshire Mens League and Midlands League tours were led/coordinated by RFL staff, possibly Cumbria too. The West of England (Lionhearts) went on tour to Ireland in March 2017 beating Ireland under 19's in a high scoring close contest.
