Has Union got League in its sights?

Three incidents in the last fortnight or so have got one or two people here wondering whether Rugby *nion is ‘gathering the troops’ for an attack on League development worldwide. This was being discussed as a slight aside on the UAE legal thread, but was thought sufficient to warrant a thread of its own

 
The incidents are: The despicable arrest of Sol Mokdad in the UAE that has stopped their season dead in its tracks: Aussie Journo Steve Mascord spotting a loophole that already sees *nion stepping in to run League comps under its own development banner - and I noticed how *nion has furthered its obsession with ‘dressing in League’s clothing’ in recent developments the USA.
 
Co-incidence? Swivel-eyed conspiracy theory? Or an actual trend that’s seeping under the League radar worldwide? Whatever it is, it’s going unnoticed by the mainstream - and the RL - media.
 
Is this silent running helping *nion’s ’stealth’ plan to undermine League development?
