This is a crazy idea and borders on racism IMO. It would need something akin to a purity law (although obviously it wouldn't be called that) to make it work and that would be abhorrent. I suppose an alternative would be to allow self declaration but that would seem a bit odd too. As the OP so eloquently put it: NO, NO, NO!
