The top four are most obviously set after 23 games for them to play in the Qualifiers 8. The way the amounts were talked about originally was for teams down from 1st to 12th not as in groups of 8. I don't know if this information is written down in any of the Operational Rules. These football clubs that go bust and reform don't claim the old clubs records so why Whitehaven 2010 do I don't know.
