A ten team international European League could be the way forward for smaller nations. Do not have England or France. Start with the next best ten nations playing each other home and away. Each nation would probably only need 30 full time players who they could select from their own amateur leagues. A kind of central contract . Top four in the league would then join England and France in an end of season comp. The bottom team would be relegated to Euro lge two, with Euro lge two winner being promoted. If a TV deal could be got for the league i think it could pay for itself. Imagine having ten European full time professional national teams plus England and France.
