John Kear agrees with everyone that the video is inconclusive but that he believes Flanagan. The panel make pains to stress that they have no idea of any previous history when they are deliberating. They basically say Bussey was the more believable of the two so that’s the decision they went with, despite it being one mans word vs another. 

I think you really need to go read that report again, specifically these bits:

"In the Panel’s opinion, after completing a tackle you promoted your hand to the groin area of an opponent (Bussey) and applied pressure to the genital area. The Panel believed that your actions were unnecessary, had the potential to cause your opponent an injury, against the true spirit of the game and constitute Misconduct"

 

"Finally the recording – it is inconclusive but it is consistent with the allegations that Mr Bussey makes it is clear that there is a second movement of the arm back beneath the body of Mr Bussey as he lays under Mr Flanagan consistent with him grabbing his testicles as alleged. Accordingly we are more than comfortably satisfied that this was a deliberate grabbing of the testicles and the allegation has been proved"

so it absolutely was not "he said, no he said".

He says he's innocent, the panel sat otherwise. This is like Joel Tomkins statement last year.

 

I'm not sure I like turning those found guilty of their own actions into victims, when there are plenty who won't have the support he gets.

Next time a Bulls player is on the end of some act illegal in the game, how will they respond now they've questioned the word of their opponent here?

Don’t keep doing grubby things like grabbing blokes knackers and you won’t get so much stick . My stocks of sympathy for him are low given his behaviour over time on the paddock
