Always looks like a great event and I think it’s a good move to put it week after NRL GF and giving it test status.  

Highlights suggest it was on tv in PNG? Could Aus not have taken the live feed?

PNG will defo be a tough test for the Knights!

The Papua New Guinea Kumuls Facebook page were live streaming from a mobile throughout the game, and this link was from the first half. Go to about 17 minutes in just after the Aussies have converted and you can see what happened with the pitch invasion. Initially they thought an earthquake had occurred but this wasn't the case. The stoppage seemed to help the Kumuls no end.

It was only shown on PNG TV. The chairman of the ARL Peter Beattie was also live streaming the game from his phone.

It didn’t have full Test status.

I think it's up to the individual nations governing body if its a test or not, so PNG could give it test status and Oz not. 

Personally I feel it deserves test status.

The RLIF grant test status I believe, it was reported in a number of places that it had test status.  One example below ...

That article just says the game will have full Test status. It doesn’t specify if it’s for PNG only.

A game can’t be a test for one team only!

Well I assumed you could not get a test cap for being and Australia PM XIII player when they have never given it to previous players or even SL Australian players. PNG play in the full national colours and chose a full strength side. I can't imagine Cox has been given a Kangaroo cap for that game.

That's pretty much my thoughts. It can't have test status and be called a Prime Minister's XIII. If they wish to call themselves Australia and play the same sort of second string team with full test status then I'd have no issue with that.
