If played in Sydney, surely this is not an IRL sanctioned international.

It's sanctioned. A mens senior international I.e test match. That screenshot is off their website.

Is this the actual Brazil and Philippines national teams, or is it Australians with some heritage from those countries? I’m quite happy with the latter, but would prefer the former.

The inability for international arrivals means it must be Aus residents, which led me to believe that it wouldn’t be IRL sanctioned, but, it appears from @Smudger that indeed it is, although it would not be observed under Test status.

As I recall, Alex Szostak had Polish grandparents on his dad's side, and Scottish ones on his mum's, hence his playing in the World Cup for Scotland.  I think his dad came from Marsden and his mum from Barnoldswick (Barlick, if you prefer!)
