No it is just lazy and has been left on the settings. It is used in union games to indicate whether a team has got a BP. The points themselves are manually added.

Similar to Handleys that, yes the ball carrying arm hits the floor before the line but momentum carries him over, could have easily been (incorrectly) chalked off
