Defender has a duty not to be reckless, initial contact is shoulder but there is certainly contact with the head. Looks the correct decision.

It was a penalty for me but no sin bin for Bullock. Walmsley was primary contact with the head, Bullock was secondary.

His head rocks back due to the impact on the shoulder , no contact with the head at all

I don't think that actually matters for the rule does it, reckless contact with the head with that kind of force has been a binning all season.

Early season yes, midway through the season they slacked off massively on the cards for high shots. Plenty similar tackles have gone uncarded in the past 7-10 weeks. Saints Leigh the other week had multiple similar tackles uncarded
