Only 4200 at Huddersfield for a game against near neighbours is really poor as is the 4500 at Salford especially as Hull usually bring a good away following.

But you need to factor in the higher ticket price, double probably a single game price if you went for one day to the Bash (£40), plus enhanced booze sales. 

I's say 7k at the Bash probably equates to 10k plus easily of single game ticket sales. 

Add in reduced costs of one venue. 

So I get the point on attendances but I think there is some more nuance.

Seems reasonable.  Most match attendances don't include people who were at the ground the day before.
