I think that pressure is mainly from the fact the RFL have been given/secured that money

It has to be really as it cant be anyone else because that is who the Government have been dealing with. They aren't exactly impartial on this and have a vested interest.

The government won't be interested in how RL sets itself up on that front - particularly when it is similar to other sports.
